Thank you for your interest in the largest association of household goods movers in Oregon.  We have compiled these informational sheet in order to give you basic information about joining OMSA, the issue of authority, and rates.

First, we ask that you preview ( at www.ormsa.com ) Sections 2 and 3 of OMSA Tariff 200 for Mileage and Hourly rates respectively.   We maintain the current tariff online for your convenience.

We suggest you discuss with ODOT your intended service area of operation.  This can be by county or city.  Below is an overview on authority and rates.

2.       AUTHORITY:

Local Cartage Service

Local Cartage means the transportation of any class of property by motor vehicle for compensation when the transportation is performed wholly within an incorporated city or a commercial zone adjacent to an incorporated city.  In general, only hourly rates in Section 3, are authorized using Local Cartage authority.

Other than Local Cartage Service

All other rates, except for hourly, are authorized under Other than Local Cartage authority, including mileage rates in Section 2 and Expedited Service Item 530.

ORS 825.240 exempts moves within certain local cartage areas from economic regulation.  These are cities under 10,000 in population.  A carrier needs a 1B permit for such service;  rates for such service is not regulated. ( See 1st Page of Section P & Information Page near the back of the tariff).

3.       RATES  apply only for the geography and terms which ODOT approves for a carrier

 

MILEAGE RATES  (Item 2100)  apply only when Section 3 hourly rates or Expedited Rates (Item 530) do not apply

Calculate the weight of the shipment and the one-way mileage from Original to Destination.

Example:  4500 lb. shipment, 225 miles.  The 4000 lb. rate is 2547 (2547 cents per 100 lbs.)

Calculation:  45 (which is 45 x 100 lbs.) X 2547 cents = $ 1146.15

The Break Point ( or Weight Break) determines if the shipment is rated at actual weight or billed weight.  If the actual weight is greater than the Break Point, the shipment is billed at the higher weight bracket.

Example:  In the 221-240 miles bracket, the 2000 lbs. rate is 3088.  Weight Break is 3299.  So a shipment over 3299 lbs. (which is 3300) but under the next minimum weight (4000) would be rated at 4000 lbs. because its cheaper to ship 4000 lbs. at $25.47 than 3300 lbs. at $30.88.

3300 x $30.88 = $1019.04

4000 x $25.47 = $1018.80

 

EXPEDITE MILEAGE RATES (Item 530) apply when customer requests a specific date for pickup & delivery as well as exclusive use of carriers van.

HOURLY RATES  (Items 3150-3900)

Movements within incorporated cities or Commercial Zones (listed on Page P-1) are based on hourly rates.  Each Section 3 item allows for rates to be used within a certain air-mile radius of a zone limits or citys limits.  For example, in item 3200, the Portland Commercial Zone allows for a 10 air-mile radius beyond its zone limits.  So a shipment from Portland to a point in another city whose city limits are within 10 miles of Portland city limits uses rates found in Items 3200 & 3250; also see Item  3275 for its application.  Each Item lists the cities to/from which the item rates apply, with its own air-mile radius provisions.

Most Section 3 items have one set of rates, but some carriers take exception to these rates or provisions.  Those exceptions are generally referenced with a circled number, such as ? ?, etc.

Commercial Zones also have their own specific air-mile radius provision (see Page P-1).

NOTE:  For the Portland area, three items, 3200, 3250 and 3275 provide different rate applications.
3200 Origin / Destination (time starts upon arrival at Origin and ends at departure from Destination)
3250 Terminal to Terminal ( time starts when carriers vehicle leaves it equipment point until it return to the same).
3275 Orig/Dest. & Term/Term rates apply, depending on the Origin & Destination zip combinations.

 

The things OMSA will need to activate your OMSA membership:
1.  Your contact information (name, address, email, phone number)

2.  Initial minimum quarterly dues payment of $157.27;  thereafter, dues are $132.27 per quarter.

3.  Signed Code of Ethics (COE) and Power of Attorney (POA).

4.  Certificate of authority from ODOT.

Once we have confirmed that you have satisfied ODOTs requirements for authority, we can move forward with publishing you in our OMSA 200 tariff & our website, as well as add you to our members emailing list.  We hold regular member meetings to discuss issues affecting the household goods industry.
